María Andrea Aguilera y Manuel Pagliaroni presentaron este lunes un proyecto por el cual solicitaron a los Diputados de la Nación la urgente derogación de un inciso de la Ley 27.432, que produciría un desfinanciamiento de las más de 1.200 Bibliotecas Populares en la Argentina.
A partir de un pedido de las instituciones, los diputados de Chubut por la UCR, María Andrea Aguilera y Manuel Pagliaroni, presentaron este lunes un proyecto por el cual solicitan a los diputados nacionales “la urgente derogación del inciso b del artículo 4° de la Ley Nacional N° 27.432 que producirá un desfinanciamiento de la Comisión Nacional de Bibliotecas Populares, impactando directamente en las más de 1.200 Bibliotecas Populares de toda la República”.
La iniciativa de los legisladores chubutenses explica que “la Ley Nacional de Bibliotecas Populares, número 23.351, en su artículo 14° crea el Fondo Especial para Bibliotecas Populares que se financia por partidas que se asignan por Presupuesto Nacional aprobado año a año y demás fondos afectados por otras leyes”.
En tanto, “la Ley Nacional N° 20.630 establece el otorgamiento del “5% de lo recaudado mediante el gravamen de emergencia a los premios de determinados juegos de sorteo y concursos deportivos”, cuya prórroga está y se ha sostenido tal dinámica por más de 10 años.
En este contexto, remarcaron Aguilera y Pagliaroni, la Ley N° 27.432 “deroga esta asignación a partir de diciembre 2022 y nada se dice sobre la posterior afectación, dejando en una situación de incertidumbre a las Bibliotecas Populares respecto del financiamiento que obtenían de estos fondos”.
Por el financiamiento determinado
Además de pedir la derogación para que no se produzca la desafectación de esos fondos a partir de diciembre, Aguilera y Pagliaroni instan a los diputados nacionales a “revisar la conformación del Fondo Especial que crea la Ley Nacional N° 23.351 a fines de que su financiamiento sea específicamente determinado”, ya que hasta ahora su principal sustento deviene de una ley de emergencia.
Por ello exigieron “que el origen de los fondos deje de estar vinculado a una situación de contingencia y, por ende, sujeto a una volatilidad que no hace otra cosa que sumar incertezas. Es por ello que también solicitamos la revisión de este punto para dar previsibilidad y estabilidad”.
Aguilera y Pagliaroni destacaron el rol fundamental que llevan adelante las Bibliotecas Populares en sus comunidades.
“La posibilidad de desfinanciamiento deja librada a la suerte de cada una de ella la continuidad de sus actividades, que en la mayoría de los casos será imposible”, agregaron.
